The local government wants to give everyone the vaccine.
But the president is making problems.
President Bolsonaro doesn't think the vaccine is important.
And he doesn't like lockdowns.
He thinks lockdowns are bad for Brazil.
But local governments disagree.
They are giving people the vaccine anyway.
Ortega disagrees with the president too.
She says traditional communities need help.
