This man, Jerry Huang, is an inventor and he's walking around Taichung, Taiwan with his latest invention - a transportable fish tank.
Huang had noticed other animals such as cats, dogs and even snakes and lizards going for a walk.
He imagined providing fish with the same wonderful opportunity.
After several weeks of playing around with ideas, Huang came up with the idea of a goldfish 'stroller', rather like a young child's pushchair.
He constructed it from bits and pieces which were lying around.
The inventor's first task was to choose the fish.
Huang selected goldfish - a tough animal that wouldn't die easily.
Then he started putting together the tank.
The fish can watch the outside world from their water-filled container, while the cleaning and breathing systems sit underneath.
The strange object was constructed for $300 to $400.
The attention that it's attracted has been a shock to Huang.
The fish seem perfectly happy on their city tour.
Meanwhile, both old and young members of the public are delighted by the new invention.
And for the fish, the views from this tank are considerably more exciting than from a typical fish bowl.
